Mangaung councillors concerned over metro's financial problems

Opposition parties in Mangaung have expressed concern at the state of the municipality's finances.

The issue was discussed during a special council meeting in Bloemfontein on Wednesday.

Council Speaker, Mxolisi Siyonzana, says many of the financial problems where inherited by the previous council.

Opposition parties questioned how a recently acquired R500 million loan was being utilised, making reference to the municipality's apparent financial issues. They also highlighted a recent incident which saw contractors downing tools due to non-payment by the municipality.

MMC Finance councillor, Lulama Titi-Odili, said contractors had been paid and that this would be reflected in the next report.

Mangaung Executive Mayor, Olly Mlamleli says all political parties represented in the council agree that a lot more still needs to be done to get the municipalities finances in order.

Councillors discussed the Budget and Performance Assessment report in terms of the Municipal Finance Management Act (MFMA) for the quarter which ended on the 30 September 2016. Opposition parties were concerned that the report was two months late, however Siyonzana explained that this was due to the fact that elections were held in August. The Financial Year Reports on Service Delivery and Budget Implementation (SDBIP) for the fourth quarter of 2015/2016 and the first quarter of 2016/2017 were also discussed.
