Federal government unveils Safe Social Media Act, but will it actually work?

Yesterday, the federal government announced its Safe Social Media Act for youth under 16. Its goal: to make social media services and AI chatbots safer for children. The act will require social media companies to restrict children under 16 years old from their platforms, but it won't force AI chatbot platforms to do the same.
