If Parliament later recommends removal, that would still require a two-thirds majority vote. In simple terms, the ConCourt has revived the process, not delivered the final outcome. The ruling is significant because it strengthens parliamentary accountability and forces the Phala Phala report to be dealt with through the proper constitutional channel.
