Could the country operate without the cabinet?

News 24 has done a breakdown of SA's 9 health MECs and reports that none of them is a medical professional. The team deliberate on whether MECs or other senior government leaders need to be qualified in professions on portfolios they lead. Moreover, judging from what happened when there was no cabinet in place yet, they argue whether the country could operate without a cabinet or are we simplifying things a little too much.
